The Welfare Association, a leading agency supporting Palestinian development and relief efforts, is seeking a dynamic leader and team builder with excellent conceptual, analytical and organizational skills for the position of Director of Program Operations (DPO). The DPO reports to the Director General, and serves on the WA senior management team.
POSITION DUTIES:
- Supervise the grant-making divisions and staff (exceeding 50) working over Welfare’s various program tracks and within its geographical scope of operations.
- Oversee the execution of grants management within programs, including: planning, operations, program design, procedures, implementation, monitoring and evaluation, and project financial management.
- Lead coalition-building for WA at the level of communities, government, key partners, and other stakeholders, in order to further WA’s programs and projects.
- Coordinate with WA Finance and Administration, Research and Planning, and Resource Development Communication and Media departments.
- Participate effectively within the overall senior management team of WA in forging its current and future directions.
- Interact regularly with the Program and Project Board Committee, coordinate the agenda and prepare background materials for its meetings.
PERSONAL QUALIFICATIONS:
- Higher education (minimum of a Masters degree) in relevant field, or an equivalent combination of education and experience.
- Extensive (minimum of 10 years) experience in development, management, and grant-making, with at least 5 years of supervisory management experience.
- Demonstrated ability to work with coalitions, as well as outstanding diplomatic, communications (presentation and reporting skills), conflict resolution, and interpersonal (especially team building) skills.
- Excellent understanding and knowledge of humanitarian and development assistance as well as of the Palestinian context.
- Excellent computer skills (MS-Office, MS-Project, and Internet Applications).
- Excellent communication skills (written and spoken) in English and Arabic.
- Ability and willingness to travel within WA’s scope of operations and abroad.

The Welfare Association, a leading agency supporting Palestinian development and relief efforts, is seeking a dynamic leader and team builder with excellent conceptual, analytical and organizational skills for the position of Internal Auditor. The Internal Auditor reports to the Director General on daily matters and to Chairperson of Management Committee on long term policies and issues, and serves on the WA senior management team.
POSITION DUTIES:
- Works with Management Committee / Audit Committee and management to ensure a system is in place which ensures that all major risks of the association are identified and analyzed on an annual basis.
- Develop audit yearly plans for approval by Chairperson of MC and present to MC quarterly progress reports.
- Conducts internal audit examinations.
- Recommends in coordination with Director General and Director of Finance Department, internal audit policies and procedures
- Develops and executes a comprehensive audit program for the evaluation of the management controls of all the association activities, and assess the reliability and integrity of the systems.
- Examines the effectiveness of all levels of management in their stewardship of the association resources and their compliance with established policies and procedures.
- Recommends improvements of management controls designed to safeguard the association resources, promote its growth and ensure compliance with government laws and regulations.
- Reviews and accordingly recommends the adequacy of the action taken by operation management to correct reported deficient conditions; acknowledges adequate corrective actions; continue to review actions considered inadequate until satisfactory resolution been obtained.
- Conduct special assignments at the request of Director General, Management Committee and/or Board of Trustees.
- Coordinates with external auditors
PERSONAL QUALIFICATIONS:
- Master Degree in Accounting, Finance or Related Field or Bachelor Degree in Business Administration with an international professional qualification.
- Minimum five years of relevant experience in Auditing or related field. NGO experience is a plus.
- Professional Certification in Accounting or Auditing such as CPA, CIA etc
- A knowledge of audit procedures, including planning, techniques, test and sampling methods involved in conducting audits
- An ability to gather, analyze and evaluate facts and to prepare and present concise oral and written reports
- Experience and knowledge of Internal Auditing, Accounting, Business Administration, Finance, Budgeting, System Development and Economic evaluation
- Knowledge of standard IT systems, administrative standards and NGO’s requirements
- Excellent command of both Arabic and English
